What makes this moment consequential is not just the number of users, but the migration of these systems into the nerve centers of military planning. In March 2025, the Defense Innovation Unit awarded Scale AI the Thunderforge prototype for operational and theater-level planning, with the stated aim of helping planners synthesize large volumes of information, generate multiple courses of action, and run AI-enabled wargames. The Army, meanwhile, announced that its Enterprise LLM Workspace would be deployed to SIPRNET and higher networks for classified workloads. Big Tech is redefining the battlefield less by building robots than by building the infrastructure in which decisions are prepared. Microsoft announced in April 2025 that Azure OpenAI had been authorized across all U.S. government data classification levels, including classified clouds. Google followed with DoD IL6 authorization for Google Distributed Cloud and its air-gapped appliance, adding that Gemini was available for IL6 and Top Secret missions.
