When tourists come in very large numbers, a home can slowly stop feeling like a home. In many famous towns, apartments are turned into short-term rentals for visitors instead of long-term homes for local families. The result is often higher housing prices and more pressure on people who want to keep living in their own town. AP reported in 2024 that, from Spain to Portugal, housing costs were being pushed up in part by tourist demand and short-term rentals. (ap.org)

Barcelona is one of the clearest examples. On June 21, 2024, Barcelona City Council said it would not renew holiday-flat permits, so about 10,000 tourist apartments are supposed to become homes again by November 2028. Spain has also taken national action. In June 2025, a Spanish court kept an order blocking almost 66,000 Airbnb listings that officials said broke local rules. This fight is happening while tourism is still growing: Spain reported a record 96.8 million foreign visitors in 2025. (barcelona.cat)

Kyoto is asking a similar question: how can a city welcome guests and still protect daily life? In Kyoto’s tourism plan, published in 2026, the city says harmony and balance with citizens’ lives are essential. The plan names illegal or improper private lodging as a problem. It also says 79.9% of citizens in 2025 were troubled by crowding and etiquette problems. Kyoto says it is reviewing rules and using accommodation-tax money to improve convenience, safety, and security for residents as well as tourists. (city.kyoto.lg.jp)

Europe is also trying to improve the rules. An EU regulation adopted on April 11, 2024, and due to be implemented by May 20, 2026, is meant to make short-term rental data more transparent and easier for local governments to use. That matters because a town cannot protect homes if it does not know how many homes are being used like hotels. So, when a town gets too many tourists, local houses may become business space, rents may rise, and some residents may feel pushed out. A town can welcome visitors, but it must still leave room for the people who call it home. (transition-pathways.europa.eu)
