Just one day later, on April 28, OpenAI and AWS announced that OpenAI models, including GPT-5.5, plus Codex and Amazon Bedrock Managed Agents powered by OpenAI, were coming to Amazon Bedrock in limited preview. In practical terms, this means companies that already run key systems on AWS can use OpenAI tools inside familiar security, governance, and purchasing workflows instead of moving everything to Azure. Reuters also reported that the revised Microsoft deal gives OpenAI more room to secure computing power and expand its enterprise business, while Microsoft gains more predictable revenue. So how could this change the AI race? Most likely, competition will become more open and more intense. Cloud providers will have to compete for AI customers on price, capacity, reliability, and developer experience—not mainly on exclusive contracts. Model competition may also become sharper, because enterprise buyers can compare OpenAI’s systems more directly with rivals on the same platforms. That could be good news for customers. A 2025 FTC staff report warned that tight cloud-AI partnerships could raise switching costs, affect access to computing resources, and give cloud giants privileged access to sensitive technical and business information.
